§15.08.010 adopts the International Building Code and International Residential Code, with amendments, as the construction standard for the unincorporated county, and incorporates the county's fee table along with IBC Appendix C, which covers agricultural buildings, and Appendix K, which covers grading. That means farm structures and earthwork are regulated through the same adopted-code framework as houses and commercial buildings, and permit fees come from the incorporated fee table.

§15.08.015 supplies the teeth. It makes it unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, improve, move, convert, demolish, equip, use, occupy or maintain any building or structure in violation of the adopted IBC or IRC, and equally unlawful to cause or permit any of those things to be done. Notice how far past construction the list runs: using, occupying or maintaining a noncompliant structure is its own violation, so a property owner cannot escape the ordinance by pointing at whoever performed the work. Disobeying an order of the Salt Lake County building official issued under the chapter is a separate violation of the same section. Permits and inspections follow the adopted codes and are administered by the county building official; work inside an incorporated city is permitted by that city instead.
