Smyrna, TN Building Safety: Building Permits (2026)

Title 12, Chapter 1 adopts the International Building Code, 2024 edition, and modifications thereto, by reference (§ 12-101). Title 12, Chapter 6 adopts the International Residential Code, 2024 edition (§ 12-601). Ord. No. 26-13, adopted March 10, 2026, repealed the former Title 12 and enacted the current one. The model codes themselves say what needs a permit. The Town Council's contribution is the set of amendments to each code's list of work exempt from permit, printed in § 12-102 and § 12-602.

For buildings under the building code, § 12-102(4) amends Section 105.2, Work exempt from permit. In Item #1, 120 sq ft is deleted and replaced with 100 sq ft. The Municipal Code refers to the model code's item numbers instead of restating what each item covers.

For homes under the residential code, § 12-602(4) amends Section R105.2 four ways. In Item #1, 200 sq ft is replaced with 100 sq ft. In Item #10, 200 sq ft is replaced with 100 sq ft. Item #2 gains a closing sentence: "Any fence used as a pool barrier will require a permit." A new Item #11 exempts roof covering replacement where the repairs do not involve replacement of the roof deck and/or structural framing.

Several administrative amendments shape how the permit process is run. Sections 103.1 and R103.1 insert "Building Safety" as the department name. Wherever Certificate of Occupancy is mentioned, the code is amended to read "[Certificate of Occupancy/Certificate of Completion]." The Board of Appeals appendices are adopted, and the patio cover appendices are adopted in both codes. The flood hazard area sections 104.2.4.1 and R104.2.3.1 are deleted. Section 12-103 requires at least one copy of the building code in the Town Clerk's office for public use and inspection, and § 12-603 requires a copy of the residential code on file there under T.C.A. § 6-54-502.
