Waynesville, MO Building Safety: Building Permits (2026)

Under Chapter 500 of the Waynesville Municipal Code, the City adopted the 2006 International Building and Residential Codes (§ 500.010), and § 500.020 sets the local application and fee rules that trigger a building permit. The applicant must pay the fee listed in the Building Permit Fee Schedule at the time the application is submitted; the City will not give the application any consideration until that fee is paid in full, and no part of it is refunded regardless of whether the permit is approved or denied.

Fees are calculated on the gross floor area within the exterior walls, with unfinished basements and garages on residential dwellings excluded from that square-footage count. The schedule lists the projects that need a permit and what they cost: one- and two-family dwellings run $0.10 per square foot with a $150 minimum, multi-family dwellings carry a $500 minimum, and commercial or industrial building types range from $0.10 to $0.20 per square foot with minimums up to $1,500. Smaller residential projects are billed flat fees: room additions, garages and retaining walls are $50 each, while fences, sheds, decks and gazebos are $25 each.

If the Building Inspector determines a project needs an outside engineering or architectural plan review, the applicant pays that consultant's charge on top of the permit fee, and the City must promptly notify the applicant of the estimated cost before any further action on the file. Waynesville is a city of the third class governed by the Mayor and City Council, and the Building Inspector under the City Administrator (Ch. 116) administers this permitting system; St. Robert and unincorporated Pulaski County run separate permit programs.
