Haverhill, MA Building Safety: Carbon Monoxide Detectors (2026)

Massachusetts law (MGL c. 148, § 10A) requires a certificate of compliance confirming working smoke and carbon monoxide detectors before most residential real estate can be sold or its occupancy changed, and Haverhill's Fire Department carries out those inspections locally. City Code § 128-7, titled 'Smoke detector inspection (for combination smoke/carbon monoxide inspection),' sets the inspection fee on a sliding scale tied to building size: $50 for a single-family dwelling or single unit, $100 for a two-family dwelling, $150 for any building or structure with six or fewer residential or commercial units, and $500 for anything larger than six units.

Section 128-7.1, added by City Council Doc. 73 on June 10, 2008, adds a further per-unit charge specifically for carbon monoxide detector inspection: $25 per unit, on top of the combination smoke-detector inspection fee in § 128-7. If the inspection finds a detector missing, disconnected, or otherwise noncompliant, the Fire Department will not issue the compliance certificate needed to close a sale or change occupancy until the deficiency is corrected and a reinspection fee under § 128-8 is paid: $15 for three units or fewer, $30 for four to six units, or $50 for seven or more units.

Property owners schedule inspections directly through the Fire Department's fire prevention office, and the fee schedule in Chapter 128 has not changed since it was set in 2008.
