Haverhill, MA Building Safety: Plumbing Permits (2026)

Section 120-11 replaces the City's building, plumbing, gas and electrical permit fee schedules under the authority of MGL c. 23B, §§ 17 and 19, now MGL c. 143, § 93 et seq., and Section 119.0 of the Massachusetts State Building Code, incorporating the attached fee tables directly into Chapter 120. Subsection D sets the plumbing fee table administered by the Plumbing/Gas Inspector: $20 to replace a hot water heater, $50 per residential dwelling unit plus $10 per fixture, $100 per commercial unit plus $20 per fixture, $50 to remodel water or waste piping only, $100 to cap a sewer for demolition, $150 for piping and treatment of special waste plus $20 per fixture with stamped drawings required, $30 for each reinspection, and $50 for a commercial or residential water main backflow device plus $10 per fixture or device.

Section 120-11E's local regulations require mailed applications to allow at least three days for issuance before work starts, and callers must verify the application was received and processed; inspection requests must be made by 9:00 a.m. for a same-day appointment, and the office must be notified immediately when a job finishes. As with every permit under this chapter, § 120-11E(4) doubles all fees if work starts before the permit is obtained or before the Plumbing/Gas Inspector gives verbal permission. There is no fee at all when the City of Haverhill itself is the property owner or lessee performing the work.
