Section 18-57, City Electrical Code, is the operative adoption clause of Division 2, Electrical Standards, in Chapter 18. It incorporates the Minnesota Electrical Act, as adopted by the commissioner of labor and industry under M.S.A. ch. 326B, §§ 326B.31 to 326B.399, directly into city ordinance, and notes that the state building code separately incorporates the National Electrical Code by reference under Minn. R. 1315.0020, so both the state act and the NEC together 'constitute the electrical code of the city.' Section 18-55 authorizes the city to inspect all electrical installations under M.S.A. § 326B.36, subd.

6, while § 18-56 lets the city manager contract with or designate inspectors for enforcement and makes the chief building official responsible for administering the article. Every electrical installation must comply with that adopted code and the division under § 18-58. Permit issuance and fee collection run through § 18-59, authorized by M.S.A. § 326B.37: inspection and handling fees are payable to the city, and a state surcharge, determined by the state under M.S.A. § 326B.148, is added to every permit issued for work under the article.

Section 18-60 requires that any notice of violation or correction order follow the procedure set out in M.S.A. § 326B.36, subd. 4, and § 18-61 makes clear that 'a violation of the Minnesota Electrical Act is a misdemeanor,' the same criminal exposure as any other building code offense in the chapter.
