Blaine's fire protection permit and inspection program, adopted pursuant to Minn. R. 7512.2800, covers any fire protection-related work performed within the city, including sprinkler installation, modification, or removal. Under Blaine City Code § 38-3(b), anyone doing sprinkler work, whether a new install, a system change, or a full removal, must first secure a city permit; the applicant carries the duty to obtain it before starting the work. Applications go through city review: an incomplete or denied application triggers a written explanation of what is missing or wrong, and an approved application results in an issued permit plus any special conditions tied to it.

Permit fees follow the state's authorized fee structure under M.S.A. § 326B.121, and the fee can include a state surcharge under M.S.A. § 326B.153; both are folded into the city's own fee schedule, set periodically by the city council. Once a system is in, Blaine City Code § 38-3(e) requires that all fire sprinkler systems be maintained in accordance with the state fire code, so upkeep is an ongoing obligation, not a one-time permit event. Enforcement runs through Blaine City Code § 38-4: violating this article or the state fire code is a misdemeanor, the penalty does not excuse the city from ordering removal of the prohibited condition, and each day a violation continues counts as a separate offense.
