Dubuque, IA Building Safety: Electrical Permits (2026)

Dubuque City Code section 14-1D-1 adopts the National Electrical Code, 2020 edition, as prepared by the National Fire Protection Association, by reference as the Dubuque Electrical Code, controlling the supply of electricity and the installation, maintenance, and use of electrical conductors, equipment, and optical fiber cable citywide. A copy is kept on file with the City Clerk for public inspection. Section 14-1D-2 amends that code through local Article 80 through 83 provisions: additions, alterations, or repairs to existing systems may proceed without full retrofit compliance, provided no new hazard is created, and existing installations may continue if they created no hazard when built.

Article 82 sets permit fees, plan review fees, and a 180-day expiration on unreviewed applications (extendable once, also 180 days), plus an investigation fee equal to the permit fee for work started without a permit first. Article 82-5 requires the person doing permitted work to notify the code official when it is ready for inspection, generally at least one business day ahead, and bars concealing any electrical work until it has been inspected and approved; systems cannot be energized until the code official authorizes connection.

Section 14-1D-3 routes electrical code appeals to the Building Code Advisory and Appeal Board established under section 14-1A-6, a seven-member board with dedicated electrical and plumbing trade seats.
