Dubuque, IA Building Safety: Fire Sprinkler Requirements (2026)

Under Dubuque City Code section 14-1B-1, the city adopts the International Residential Code, 2021 edition, by reference as the "Dubuque Residential Building Code," administered by the Inspection & Construction Services Division under section R103.1. Section 14-1B-2 lists the city's line-by-line amendments to that adopted code, and among them the city struck both fire sprinkler triggers found in the model code: "Section R313 Automatic Fire Sprinkler Systems. Deleted" and, further down the same amendment list, "Section P2904 Dwelling Unit Fire Sprinkler Systems. Deleted." No substitute local sprinkler standard replaces either section, so no automatic sprinkler system is required in new or renovated one- and two-family dwellings built under this code.

The city did keep the model code's smoke alarm rules: amended Section R314.6 requires smoke alarms to run on building wiring with battery backup, or to use a ten-year sealed battery unit where no commercial power exists. Permits for residential construction expire under amended Section R105.5 if work is not completed within one year of issuance, and Section R113 makes it unlawful to build, alter, or occupy any structure in violation of the adopted code, with each day of a continuing violation a separate offense punishable under title 1 of the Dubuque City Code. Homeowners and builders should not assume sprinklers are required just because the IRC nationally recommends them: Dubuque's own amendment list affirmatively removes that obligation.
