Dubuque City Code section 14-1D-2, Article 82-5 (Inspections), states that all electrical systems and equipment for which a permit is required are subject to inspection by the code official, and no portion intended to be concealed may be concealed until inspected and approved. When installation is complete, an additional final inspection is required, and equipment cannot be connected to the energy source until the code official authorizes it. Subsection (b) puts the duty to request inspection on the person doing the permitted work, and the code official may require requests filed at least one business day before the desired inspection date, in writing or by phone.

For replacement equipment installed to replace existing equipment, the request must be filed within 48 hours of completing the replacement and before any part of the system is concealed by permanent construction. Re-inspection fees apply under subsection (e) when work called for inspection is not complete or corrections have not been made, but not on the first rejection for noncompliance; the fee follows table 13-A, and no further inspection occurs until it is paid. Subsection (f) requires monthly maintenance inspections in industrial plants that keep experienced electricians on staff, with a written record kept and filed with the code official each month; falsifying that record exposes the responsible party to the penalties in Article 80.

Article 82-6 bars connecting any regulated system to a power source until the code official approves, though temporary connections may be authorized for testing or under a temporary certificate of occupancy.
