Sec. 3-176(a) adopts the National Fire Protection Association's National Electrical Code, 2017 edition, including all annexes, as the electrical code of the City of Gulfport, for safeguarding persons and property from the hazards of electricity; subsection (b) states no local sections have been revised, so the 2017 NEC applies as published. Building on that adoption, Sec. 3-229 requires a permit from the electrical inspector before any electrical wiring, fitting, device, fixture or equipment is installed in or on a building, structure or premises, or before any alteration or addition is made to existing electrical equipment, with narrow exceptions listed at Sec.

Sec. 3-231 requires the licensed electrical contractor doing the work to file a written application describing the work and the user for whom it is done, with plans and specifications furnished if the inspector requests them, and Sec. 3-233 allows a contractor who regularly employs electricians to obtain an annual permit instead of one permit per job, expiring each December 31.
