Chapter 3, Article III of the Code of Ordinances lays out the inspection sequence for plumbing work under a Gulfport permit. Sec. 3-76 requires the plumber to file separate applications, on city-furnished forms, for each inspection stage: a rough-in inspection application when roughing-in (including exposed water supply) is complete and before any work is covered or made inaccessible; a sewer inspection application stating when the sewer will be complete and before it is covered; and a final inspection application once all fixtures are complete and before the house drain is connected or any part of the system is used.

Sec. 3-78 requires that all plumbing work be tested by the plumber in the inspector's presence before acceptance, and Sec. 3-79 sets the rough-in test itself: the system must hold a column of water to the top of the pipe, with a minimum ten-foot head, without perceptible lowering, or the plumber must find and fix the leak before the inspector will approve it. Only after the work passes inspection does Sec. 3-77 require the plumbing inspector to issue a certificate of inspection, and the code is explicit that water will not be turned on or a meter set until that certificate is in the water department's hands.

Sec. 3-81 additionally bars covering any plumbing or drain work before the inspector, who must show a badge of authority on request, has inspected it.
