West Covina, CA Building Safety: Electrical Permits (2026)

Sec. 7-50(a) adopts Title 27 of the Los Angeles County Code, current as amended and in effect January 1, 2023 and built on the 2022 California Electrical Code, as West Covina's Electrical Code, covering wiring, devices, appliances and equipment installed in the city. A complete copy of Title 27 and the 2022 CEC is on file with the building official under Sec. 7-50(b), and any locally added amendment controls over the adopted county or state text where the two conflict.

Fee mechanics, refunds and application expiration are not restated in the electrical article; Sec. 7-51 instead points back to Article II's building permit rules, Sec. 7-19 and 7-20, so an electrical permit follows the same value-based fee, 85-percent plan review fee, and 180-day plan check expiration that applies to building permits generally.

Sec. 7-52 adds two electrical-specific prohibitions on top of the adopted code: it is unlawful to perform electrical wiring that does not conform to all Code provisions, and it is separately unlawful for anyone to connect a source of electrical energy or supply electric service to wiring, devices, appliances or equipment requiring a permit unless the director has confirmed that the installation conforms to all applicable legal provisions. In practice this means a contractor cannot simply energize new wiring once it is physically complete; the director's sign-off, obtained through the permit inspection process, has to come first.

Violating the electrical article is a misdemeanor under Sec. 7-52, though the prosecuting attorney can instead charge it as an infraction, and a city enforcement official can issue an administrative citation under Chapter 15, Article X, in lieu of criminal prosecution.
