West Hartford, CT Building Safety: Electrical Permits (2026)

Chapter 58, Article II amends the fee provisions of the Connecticut State Building Code as applied in West Hartford. Under § 58-5.A.1.b, "New Construction and Alterations," permits for new or repair work classified as building, electrical, plumbing, heating or oil burner work, or any other class of work covered by the Connecticut Basic Building Code, cost $32 for the first $1,000 of construction cost or fraction thereof, and $17 for every additional $1,000 or fractional part of cost. Any building meeting the threshold defined by C.G.S. § 29-276b also pays an added fee equal to the Town's own compliance costs under that statute.

These fees are collected by the Division of Building Inspection or another authorized municipal agency before any electrical permit issues, per the general fee rule in § 58-5.A.1. If electrical or other permitted work continues after the Building Official serves a stop-work order under amended IRC § R114.2/IBC § 115.3, the person doing the work is liable for a $150 fine under § 58-5.C, consistent with the C.G.S. § 8-12a cap, with each day the violation continues counted as a separate offense. Electrical work is folded into the same general amendment article as building, plumbing and heating permits rather than given its own separate chapter, so no distinct decibel, licensing or inspection schedule appears outside these fee and stop-work provisions.
