Section 27-62(a) ties elevator upkeep to two separate standards, the safety code for elevators and escalators for the city of Syracuse and the New York State Uniform Fire Prevention and Building Code, so an owner must satisfy both the local elevator code's inspection schedule and the state fire code's mechanical requirements. Subsection (b) is a construction mandate aimed at senior housing: any multiple dwelling of two or more stories built specifically for senior citizens after this section's adoption must include an elevator so residents can reach upper floors from the ground floor, with no exception for a walk-up senior building built after that date.

Subsection (c) requires warning signs at every elevator landing telling occupants to use the stairways during a fire emergency, a sign the Division of Code Enforcement checks for during inspections. The remaining two subsections are housekeeping rules with real safety weight: (d) requires hoistways and pits to stay free of rubbish or other debris, since debris in a shaft is both a fire load and an obstruction hazard, and (e) requires machine rooms to stay free of oil and grease, including oily rags and clothes, and bars storing anything in the machine room that is not needed to maintain the elevator equipment, with flammable liquids barred outright.
