Syracuse, NY Building Safety: Plumbing Permits (2026)

The Local Rules for Plumbing incorporated at Section 18-1 date to a November 1, 1960 issue approved by the Examining Board of Plumbers and are kept on file at the Bureau of Plumbing for public inspection; the Bureau of Water's companion "Water Rules," from January 1, 1929, are filed alongside them. Both sets of rules carry the same force as the printed ordinances themselves because the council incorporated them by reference rather than reprinting the text. Separately, Section 5-35 ties the day-to-day mechanics together: drainage and plumbing installed in any building, public or private, must be executed according to the building code and sanitary code, and no one may work as an employing or master plumber without first obtaining a certificate of competency from the examining board of plumbers and a certificate of registration from the department of health.

For water-service work specifically, Section 16-15 requires that the application for a permit to connect onto the existing service pipes at the curb be made by a licensed plumber doing plumbing work on the premises, stating the number of dwelling units to be supplied; Section 16-16 layers on a separate street-cut permit from the department of public works before any trench in a city street or public ground can be opened for that connection. Unlicensed plumbing work, or connecting a water service without the curb and street-cut permits, exposes the property owner and the unregistered tradesperson to enforcement under the same chapter.
