Fountain Valley, CA Building Safety: Fire Sprinkler Requirements (2026)

Fountain Valley Municipal Code § 18.12.070 amends the residential code sprinkler sections R313.1 and R313.2 for the City of Fountain Valley. The City deleted the exception in R313.1 and the exceptions in R313.2, then added one exception of its own: any addition or alteration to an existing residential building shall retrofit with an automatic fire sprinkler system when the structure exceeds 3,500 square feet and the addition or alteration exceeds 30% of the original building square footage. Both thresholds must be met, so a large house with a small remodel and a small house with a large remodel fall outside that retrofit trigger.

The same 3,500 square foot figure runs through the City's other sprinkler amendments. Section 17.12.020 amends Section 903.2 of the California Fire Code so that approved automatic fire sprinklers are installed and maintained in accordance with N.F.P.A. Standard 13 when total square footage equals 3,500 square feet or more throughout all buildings. It also requires an existing building to be retrofitted when it exceeds 3,500 square feet and additions or tenant improvements exceed 30% of the original building square footage. Section 18.04.050 repeats that language for the California Building Code and adds one exception: the Fire Official can approve alternative methods and materials when an equivalent or greater level of fire protection is achieved.

The Building Official enforces the building code amendments, appointed by the city manager or the city council under § 18.02.020. Appeals of building code decisions go to the planning commission acting as the local appeals board under § 18.02.025, and a decision of that board can be appealed using the Chapter 21.60 procedure for planning commission decisions. Fire code appeals go to the City Manager under § 17.02.060. The amendments came in through Ordinance No. 1593 (building) and No. 1592 (fire) in 2022.
