Norwalk, CA Building Safety: Green Building Code (2026)

020: the 2025 Edition as published by the International Code Council is incorporated by reference and constitutes the City's Green Building Standards Code, with a copy kept on file at the Building Official's office for public inspection. 8 of the Administrative Code makes clear how broadly it reaches: the mandatory provisions of the Green Building Standards Code apply to all new buildings or structures in Norwalk, unless the referenced code itself says otherwise. 050 adds a single defined term to the adopted code's Section 202, Sustainability, defined as consideration of present development and construction impacts on the community, the economy, and the environment without compromising the needs of the future.

030 leaves them to be fixed by resolution of the City Council, the same mechanism Norwalk uses for its other adopted Technical Codes. Because CALGreen's mandatory measures, covering items such as water-efficient plumbing fixtures, construction waste diversion and energy-efficiency verification, are folded into the same permit and inspection process as the Building Code itself, a project cannot get through final inspection without demonstrating compliance with the applicable mandatory sections during plan check and construction.
