Saint Paul adopted a Sustainable Building Policy in support of its 2019 Climate Action and Resilience Plan. The policy applies to new construction and major renovations of city-owned buildings and projects receiving more than $200,000 in city financial assistance. Eligible projects must achieve a recognized standard such as B3 Minnesota Sustainable Building Guidelines, LEED Silver, or Enterprise Green Communities, depending on size and use. The Minnesota State Building Code under Minn. Stat. Sec. 326B.106 sets the baseline energy and structural floor for all private projects. Saint Paul also offers stretch-code style incentives through its Department of Planning and Economic Development for high-performance affordable housing.
Receiving city assistance and failing to certify under the required green standard, or substituting a lower-tier standard without approval, can trigger clawback of subsidies and contract enforcement under the policy.
