Saint Paul, MN Building Safety: Elevator Maintenance (2026)

Elevator safety in Saint Paul is governed by the Minnesota Elevator Code under MN Stat. Ch. 326B and Minnesota Rules Ch. 5230. The Minnesota Department of Labor and Industry (DLI) administers elevator permits, inspections, and licensing statewide. All elevators, escalators, and platform lifts in commercial buildings and multi-unit residential buildings must be registered with DLI and receive annual inspections. Only licensed elevator contractors and mechanics may perform installation, maintenance, repair, and inspection of elevator equipment. Building owners must maintain a current operating permit and display it in or near the elevator. Maintenance must follow the manufacturers recommendations and ASME A17.1/CSA B44 Safety Code for Elevators and Escalators. Owners are responsible for promptly addressing any violations identified during inspections and must keep elevators in safe operating condition at all times. Emergency phone or communication devices must be maintained in working order in each elevator car. Saint Paul DSI coordinates with DLI on elevator-related building code matters. Failure to maintain current permits or address safety violations may result in orders to cease operation of the elevator until compliance is achieved.
