Summary

Sedona's adopted 2018 energy code requires new construction with more than nine parking spaces to make 5 percent of those spaces EV-charger ready, and it adds a commercial Solar Ready Zone appendix on top of the model code's baseline efficiency rules.

That certain code entitled International Energy Conservation Code, 2018 Edition, as amended and codified, published by the International Code Council, Inc., three copies of which are available for public inspection in the office of the director of community development, is hereby adopted as the energy conservation code of the city and made a part of this title the same as though set forth in full herein, including Appendix Chapters CA, Solar Ready Zone – Commercial, and CB, Electrical Vehicle Ready Parking Areas – Commercial, and excepting those portions hereinafter deleted or amended. ... CB 201.1 Electrical vehicle ready parking spaces. For every newly permitted structure governed by, and within the scope of, the International Building Code, with more than 9 parking spaces, 5 percent of the total number of parking spaces shall be capable of supporting future electric vehicle charging stations (EVCS) and said spaces shall be identified on the construction documents along with the location of the proposed EVCS. Full Breakdown

Section 15.45.010 SCC adopts the International Energy Conservation Code, 2018 Edition, as amended and codified, published by the International Code Council, Inc., including Appendix Chapter CA, Solar Ready Zone, Commercial, and adds a locally written Appendix Chapter CB, Electric Vehicle Ready Parking Areas, Commercial, as the city's own green-building energy standard.

Appendix CB, added at Section 15.45.020(F), applies to any newly permitted structure under the International Building Code with more than nine parking spaces: 5 percent of the total parking spaces must be built EV-charger ready, identified on the construction documents, with at least one EV-capable space in a common-use area available to all residents. Where only one EV-capable space is required, the building needs a dedicated 208/240-volt branch circuit or a listed raceway of at least trade size 1 sized for a future circuit, run from the main service or subpanel and terminated near the planned charger location, with the panel directory holding capacity for a 40-amp minimum dedicated circuit. Multiple required spaces call for construction documents showing raceway routing, amperage and total electrical system capacity sufficient to charge every required space simultaneously at the full rated amperage. Every reserved breaker space and raceway termination point must be permanently marked EV CAPABLE.

Violations & Fines

Energy code permit fees run through SCC § 15.05.060, and a violation, building without the required EV-ready infrastructure, or continuing work after a posted stop-work order, is enforced through the same SCC § 1.15.010 framework as the rest of Title 15: each day of noncompliance is a separate offense, and appeals go to the Board of Appeals established under the 2018 International Building Code.
