Cupertino, CA Building Safety: Building Inspections (2026)

Cupertino adopts Section 110 of the California Building Code at Municipal Code Section 16.04.090. Section 110.1 requires that permitted construction remain accessible and exposed for inspection until approved, and bars treating any inspection approval as authorization to violate the code. Section 110.3 lists twelve required inspection stages that the Building Official must make upon notification, including footing and foundation inspection after excavation and reinforcing steel placement under Section 110.3.1, concrete slab and under-floor inspection before concrete is placed under Section 110.3.2, and frame inspection after the roof deck, framing, fire-blocking and rough electrical, plumbing and mechanical work are in place and approved under Section 110.3.4.

Additional required stages cover energy efficiency inspections for insulation and HVAC values under Section 110.3.9, and a final inspection under Section 110.3.12 made only after all permitted work is complete. Section 110.5 places the duty on the permit holder or an authorized agent to notify the Building Official when work is ready for inspection and to provide site access. Section 110.6 bars proceeding past any inspected stage without the Building Official's approval; noncompliant portions must be corrected and stay uncovered until authorized.
