Eagle Mountain, UT Building Safety: Building Inspections (2026)

Chapter 15.15 of the Eagle Mountain Municipal Code puts every piece of subdivision infrastructure through mandatory city inspection before it counts toward acceptance. EMMC 15.15.010(A) requires certified inspection records for compaction of all trenches, with a passing test every lift, or every foot vertically and 100 feet laterally along the trench line, or every 1,000 square feet laterally on embankment, pressure tests on water mains with two sets of bacteria samples, pressure and television inspection plus mandrel deflection tests on sewer and storm drain mains with vacuum testing on manholes per APWA standards, slump, compression, and air-entrainment testing on concrete with one test and cylinder set per 50 cubic yards poured, and four proof rolls on native soil, subbase, and base course for curb and pavement work.

Subsection (B) splits inspection into continuous and periodic categories and places the burden on the developer or subdivider to give the city timely notice so inspections can be scheduled. A specific list of work cannot begin without the city engineer's presence or prior approval: street surfacing, concrete for curbs, gutters, sidewalks and other structures, sewer, drainage, water pipe and pressurized irrigation laying, subgrade, street grading and gravel base, excavations for curbs, gutters, and structures, trenches for pipe, and forms for curbs, gutters, sidewalks and structures. Inspectors must also approve catch basin elevations and locations before final tie-ins, and may demand survey stakes with elevations on fire hydrants, cleanouts, and sewer manholes to confirm depths and slopes match the approved drawings.
