300 requires review and approval of all required construction specifications and plans, prepayment of all inspection fees, and payment of the required connection fees at the time the applicant applies for a building permit. The section ties occupancy directly to the sewer connection: an approved connection to the sewer system is required before the city will issue a certificate of occupancy, except where the city permits a septic system instead, in which case all applicable state and county septic permits and approvals must be secured before occupancy is issued.

For a stand-alone sewer connection permit, the property owner or an authorized agent must apply in writing to the city recorder, attach a plan showing the reason for the connection along with its size and location, and deposit the application, plan, and hookup fee with the city recorder; the city grants the permit only if the plan conforms in all respects to city ordinances. 310 adds the plumbing-quality condition: permits to make sewer connections are issued only when the plumbing in the house or building to be connected is in accordance with the regulations and provisions of the Utah Plumbing Code.
