Orem, UT Building Safety: Plumbing Permits (2026)

Section 7-1-1 of Chapter 7, Building, Construction and Safety Codes and Regulations, states that the City hereby approves and adopts the State Construction Code, as defined in section 15A-2-103 and 104, Utah Code Annotated, as the construction standards applied to the design, construction, quality of materials, erection, installation, alteration, remodeling, and repair of every structure in the City of Orem. Utah's State Construction Code package, incorporated by reference under Utah Code 15A-2-103, bundles the International Plumbing Code together with the International Building, Residential, Mechanical, and Fuel Gas Codes and the National Electrical Code, so plumbing installations in Orem are inspected against that adopted edition rather than a locally written plumbing chapter.

Before any plumbing work tied to new construction can start, Section 7-3-1 requires that building permits shall not be issued until all permit fees and City utility fees are paid, all required bonds are posted and all required documents are submitted, and it specifically bars issuance until the sewer and water lines have been installed to the lot and the final grade has been determined, unless the Director of Public Works grants a written waiver. City utility fees tied to that permit include the sewer connection fee, sewer inspection fee, water meter fee, and water connection fee, all administered through the Department of Development Services.
