Summary

Macon-Bibb County Code Section 13-23 lays out the inspection process for manufactured, mobile, and pre-owned manufactured homes located or relocated in the area that formerly comprised unincorporated Bibb County: a permit, a post-installation inspection, and a certificate of occupancy before the home may be connected to utilities or occupied.

These county ordinances apply to unincorporated areas of Macon-Bibb County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Sec. 13-23. - Permitting, inspection, certificate of occupancy and fees. (a)Permit required. A permit shall be required to initially locate or relocate a manufactured home, mobile home, or pre-owned manufactured home within the jurisdiction, if such mobile home is to be used as a residence by the owner thereof, as a residence for other persons, or for any other purpose. ... (g)Inspection. Upon receipt of a permit, applicants may initially locate or relocate the manufactured home, mobile home, or pre-owned manufactured home on a residential site for the purposes of inspection. Applicant shall arrange for an inspection to be held once the installation of the manufactured home, mobile home, or pre-owned manufactured home is complete. (h)Certificate of occupancy. A certificate of occupancy shall be issued to the applicant at such time that the Board of Tax Assessors certifies that the requirements of this chapter have been met and the Department of Business Development services for Macon-Bibb County certifies that all requirements for issuance of a certificate of occupancy have been met.

Full Breakdown

This process applies specifically to manufactured homes, mobile homes, and pre-owned manufactured homes, not to conventional site-built construction, and only within 'the jurisdiction' defined in Section 13-22 as the area that formerly comprised unincorporated Bibb County before the 2014 city-county consolidation. 00 refundable cash deposit, and the permit fee. The Board must issue the permit within ten days of receiving a complete application. Once permitted, Section 13-23(g) allows the applicant to place the home on the site and requires an inspection once installation is complete.

Section 13-24 sets the minimum health and safety standards checked at that inspection: HUD Code compliance, sound floors and walls, weathertight exterior, working plumbing with at least one kitchen sink and one bathroom with a tub or shower, safe vented heating, a functioning electrical system that passes a continuity test, a working water heater, operable egress windows in every bedroom, kitchen ventilation, and battery-powered smoke detectors. Only after the Board of Tax Assessors and the Department of Business Development Services both certify compliance does Section 13-23(h) allow the certificate of occupancy to issue. 00 charge for each additional follow-up inspection.

Violations & Fines

Occupying a manufactured or mobile home before the certificate of occupancy issues, or connecting one to permanent utilities without that certificate, violates Section 13-23. Under Section 13-25, a home that still fails inspection on its third try has its permit revoked and must be removed from the jurisdiction at the owner's expense, and the applicant's $200.00 cash deposit is forfeited 90 days after inspection unless the standards are met or the building inspector grants a written extension.

Frequently Asked Questions

Does this inspection process cover all Macon-Bibb County buildings?
No. Section 13-22 limits it to manufactured homes, mobile homes, and pre-owned manufactured homes located or relocated within the area that formerly comprised unincorporated Bibb County before the 2014 consolidation. It does not describe the inspection stages for conventional site-built houses or commercial construction elsewhere in the county.
What has to happen before I can move into a manufactured home here?
You need a permit from the Board of Tax Assessors, a completed installation inspection under Section 13-23(g), and a certificate of occupancy issued once both the Board and the Department of Business Development Services certify the home meets the Section 13-24 health and safety standards. Occupying before that certificate issues is a violation.
What if my home fails inspection?
The inspection fee covers one follow-up inspection, and each additional follow-up costs $15.00. If the home still is not compliant on the third inspection, Section 13-25 requires the building inspector to revoke the permit, and the owner must remove the home from the jurisdiction at his or her own expense.
