Ashwaubenon, WI Building Safety: Plumbing Permits (2026)

Ashwaubenon Municipal Code Sec. 5-3-537, in Article 3 of Chapter 5, adopts by reference Wis. ch. 145, the state plumbing code, together with Wis. Admin. Code chs. DSPS 381 through 387 and the state Licenses, Certifications, and Registrations Code at Wis. Admin. Code ch. DSPS 305; failure to comply with any provision of those adopted codes is itself a violation of the chapter. Sec. 5-3-538 assigns the building inspector or an authorized employee to take applications and issue permits to qualified applicants, keep records of every permit, and report transactions to the Village Board monthly and annually.

Sec. 5-3-539 is the operative permit trigger: a permit is required to perform any plumbing work as defined in Wis. 01, and permits may be applied for by licensed master plumbers or by qualified homeowners under the exception at Wis. 06(4). The Village layers additional local plumbing standards onto this state-adopted base: Sec. 5-3-540 requires all parking lots to have adequate yard drainage connected to a storm sewer where one is available, paved within one year of construction; Sec. 5-3-560 requires an approved automatic backwater valve on fixtures subject to backflow in new construction, ordered onto existing buildings by the Plumbing Inspector where needed; and Sec.

5-3-561 requires clear-water drains, including sump pumps, roof drains and air-conditioning drains, to discharge to an approved storm sewer rather than the sanitary sewer, with sump pump discharge barred from creating icing or ponding problems on Village streets or neighboring property.
