030 authorizes the Council to set plumbing permit fees by resolution and lets the Manager update fee tables to match state-mandated valuation data, with any other fee change requiring 15 days' public notice and a written response to comments received. 160, such as a solar water heater, is exempt from the permit fee even though the permit and inspection requirement remains in force; the exemption does not cover later modifications that don't involve new alternative-energy equipment.
