" The city separately adopted the South Florida Building Code, 1984 Edition, "in its entirety together with all the amendments" under Section 6-21, so plumbing work follows that code's technical standards while the local permit obligation comes from Section 6-36. Contracting firms doing plumbing work in Homestead must register annually with the city no later than thirty days after renewing their local business tax receipt (Section 6-37). Registration requires a current certificate of competency, a copy of the qualifier's driver's license, current liability and workers' compensation insurance naming the City of Homestead, and a Miami-Dade County registration or license if the contractor holds only a state license, or vice versa.

The registration fee is thirty-five dollars per year under Section 6-37(1)h, unless preempted by Fla. Stat. 065. Every permit must be signed by the qualifier, who may be required to appear at inspections; failure to appear can result in the qualifier's privileges to work in the city being revoked. 00 minimum permit fee.
