Kissimmee, FL Building Safety: Plumbing Permits (2026)

City Code § 9-166, opening Division 7 (Plumbing Permits) of chapter 9, sets the fee table for "all plumbing work requiring a permit, as set forth by the state building code." The state Florida Building Code sets the technical plumbing standards themselves; the city's own rule governs only the permit process and fees layered on top. Fees include a $19.00 minimum permit issuance, $25.00 for backflow protective devices, $25.00 for the first one to four gas outlets plus $12.00 per additional outlet, $25.00 for hose bibs, $4.50 for the first zero to five landscape irrigation heads plus $0.40 per additional head, $25.00 per plumbing fixture, $25.00 for sewer drain line installation or repair, $25.00 for vacuum breakers, $25.00 for water piping installation or repair, and $25.00 for any other work not separately listed.

Section 9-167 adds inspection charges: a plumbing inspection (partial rough, rough, or final) costs $100.00, a missed or unscheduled inspection costs $250.00, requests submitted after 3:30 p.m. push to the following business day, a late cancellation after noon the prior business day triggers a $67.00 reinspection fee, after-hours inspections cost $200.00 for the first two hours and $401.00 per additional four hours, and any reinspection caused by the inspector rejecting the work costs $67.00. Section 9-168 penalizes starting plumbing work without first obtaining the permit: a flat $100.00 fee plus doubling of the permit fee itself, and reinstating a permit that lapsed within six months costs $60.00.

Plan revisions cost $76.00 (§ 9-169), duplicate permits cost $9.00 (§ 9-170), and permit extensions cost $42.00 for a building permit or $6.00 for a fire permit (§ 9-171). Under § 9-172, all these fees increase every October 1 by the change in the Consumer Price Index for All Urban Consumers.
