Section 8-31(a) adopts the International Plumbing Code, 2021 Edition, including Appendix Chapters C and E, as the building code of the City of Kyle, with a certified copy kept on file for inspection, and § 8-31(c) applies the more restrictive provision if the IPC conflicts with another part of the city's code. Section 8-46 requires a written permit application submitted on city forms showing the date, the property owner's name, the name of the person doing the work, the exact job location, a fee, and a description of the work; when the inspector deems it necessary, the applicant must also submit scaled plans and specifications, and § 8-46(6)c makes it a violation to install any part of the plumbing before the inspector approves those plans.

Section 8-47 requires permit fees, set in the fee schedule in Appendix A, to be paid before a permit issues, and a missed inspection appointment still costs the inspection fee unless a new fee is charged because the applicant caused the miss. Section 8-48 requires whoever pulls a permit to be a valid registered contractor not delinquent on any city fee or debt, except that homeowners doing work on their own homestead are exempt from that registration requirement. Section 8-104 doubles all fees and charges if plumbing work is started before the required permit is obtained.
