La Habra, CA Building Safety: Plumbing Permits (2026)

Section 15.12.010, adopted by Ordinance CC 2025-12 on November 3, 2025 in place of the repealed Ordinance 1848 chapter, makes the 2025 California Plumbing Code the plumbing code of the city, "regulating erection, installation, alteration, repair, relocation, replacement, maintenance or use of plumbing systems within the city of La Habra." Section 15.12.020 amends that adopted code by deleting Division II, Scope and Administration, Sections 101.0 through 107.0 and Table 104.5 in their entirety, directing permit applicants instead to the Building Code's Section 15.04.020 Administrative Provisions for how plumbing permits are processed, meaning the same building official, plan-check, and permit-expiration rules that apply to a CBC permit also govern a plumbing permit.

Section 15.12.020 further amends CPC Appendix H, Section H101.11, Alternate Systems, to restrict what "alternate systems" the building official may approve: alternate plumbing systems remain permitted with special permission of the Authority Having Jurisdiction, but the amendment specifically excepts sewage holding or storage tanks, also called haul-away systems, from that approval path, and requires field and test data showing any approved alternate will produce results equivalent to a specifically authorized system on a long-range, continuous basis. Because Division II administration is deleted and folded into the Building Code chapter, a homeowner or contractor pulling a plumbing permit in La Habra follows the CBC's Section 105 permit-issuance and Section 105.5 expiration rules rather than a separate plumbing-specific administrative process.
