Section 30-172 requires a distinct mechanical/plumbing permit for each building or structure before installation, alteration, repair, replacement or remodeling of any mechanical or plumbing system, and applies the International Existing Building Code standard when a building's occupancy changes. 30, effective March 10, 2022. Section 30-238 lays out the inspection sequence: a rough-in inspection with drain, waste and vent piping filled with water to a ten-foot head; a top-out inspection after water distribution piping is pressure-tested; a mercury or medium-pressure gas test held at 10 psi for at least 15 minutes with no perceptible drop; and a plumbing final once fixtures are installed and ready for service.

Backflow prevention assemblies on cross-connections must be tested by a certified tester at installation, repair or relocation and at least annually after that, monitored by the Utilities Department. Temporary gas service during construction is capped at three months without an extension from the building official and requires a passed safety inspection plus a retest at final. 00 fee under Section 30-242 whenever work is not ready, corrections are incomplete, or the site is inaccessible, and no further inspection proceeds until that fee is paid.
