Paramount, CA Building Safety: Plumbing Permits (2026)

Chapter 15.12 makes the 2022 California Plumbing Code, adopted by reference except as amended, the Plumbing Code of the City of Paramount. It regulates plumbing and drainage systems, house sewers and private sewage disposal systems, prescribes the conditions under which the work is carried on within the City, and provides for the issuance of permits and the collection of fees (§ 15.12.010(A)). One copy is deposited with the City Clerk, who keeps it at all times for public use and examination (§ 15.12.010(B)).

Section 15.12.020 identifies who runs the program. The administrative authority, chief plumbing inspector or plumbing inspector is the Planning Director of the City of Paramount, and references in the adopted code to the County of Los Angeles or the unincorporated territory of the County mean the City of Paramount.

Section 15.12.030 sets the cost rule: any person who wants a permit required by the Code pays a fee, as established by resolution of the Paramount City Council, at the time of filing the application. The section prints no dollar amount, so the current fee schedule is the Council's resolution.

The edition deserves attention. Section 15.04.010, as amended by Ord. 1208 on 11/18/2025, lists the California Plumbing Code among the 2025 editions of the California Building Standards Code adopted for the City, while § 15.12.010 still names the 2022 edition. Ask the Building Division of the Planning Department which edition applies to your application.
