Tustin, CA Building Safety: Plumbing Permits (2026)

Tustin City Code § 8105 locally amends the 2025 California Plumbing Code, which the city adopts and enforces through the Building Division under permits issued by the Building Official. Section 604.1 gets a new third paragraph requiring that all metallic pipe, fittings and parts of fixtures buried in the ground be protected by at least a 40-mil plastic sleeve or equivalent wrapping, and it flatly bars ferrous piping from being installed under a floor slab within a building, a corrosion-control measure suited to Tustin's soil conditions.

Section 1208.5, covering acceptable piping materials and joining methods, gets a parallel second paragraph requiring that approved polyethylene or other pipe material approved for underground installation be used in exterior buried piping systems. Any plumbing installation covered by these sections needs a permit and inspection through the Building Division before the work is covered or the trench is closed, since the amendment sits inside Tustin's adopted Building Regulations article governing all plumbing work in the city. The underground-protection requirements apply on top of, not instead of, the base California Plumbing Code standards for pipe sizing, venting, and fixture connections that the city adopts by reference; only these specific corrosion-protection and material paragraphs are locally added.
