Wellington, FL Building Safety: Plumbing Permits (2026)

Sec. 5-1(b)(1) of the Code of Ordinances adopts, by reference, the group of codes known as the Florida Building Code 8th Edition (2023), which the section lists by volume: Building, Accessibility, Residential, Existing Buildings, Plumbing, Fuel Gas, Mechanical, and Energy Conservation, together with the 2020 National Electrical Code, the Florida Fire Prevention Code, and the 2021 International Property Maintenance Code. Sec. 5-2 adopts the Wellington Building Code Administrative Code to enforce those technical codes, and its Section 105.1 requires a contractor, owner or authorized agent under Florida Statute 489 to first apply to the building official and obtain a permit before installing, enlarging, altering, repairing, removing, converting or replacing a plumbing system regulated by the code.

Sec. 105.2's plumbing exemptions are narrow: stopping a leak in an exposed trap or pipe without replacing it, clearing a stoppage or repairing a leak in a pipe, valve or fixture without rearranging the plumbing, and replacing a common household fixture on an existing supply line and sanitary connection in a one- or two-family dwelling, excluding water heaters, bathtubs and showers. Sec. 105.3.1.2 additionally requires plumbing documents sealed by a Florida-registered engineer for any new building or addition whose plumbing system has more than 250 fixture units or costs more than $125,000.00.

Skipping the required plumbing permit is scheduled as a Class I citation offense in Sec. 2-47, cross-referenced there as Sec. 5-2-105.1, and Sec. 109.4 layers on a separate penalty fee for work begun before the permit issued.
