Boca Raton, FL Building Safety: Plumbing Permits (2026)

Section 19-12, titled Plumbing, is the local administrative amendment applying the state-adopted plumbing code to every plumbing installation in the city: the Florida Building Code, Plumbing, together with the fire protection provisions of the building code and the Florida Fire Prevention Code, governs the installation, alteration, repair and replacement of plumbing systems, equipment, appliances, fixtures, fittings and appurtenances, and specifically reaches every aspect of a medical gas system as well as any connection to a water or sewage system. Section 19-5 supplements this by adopting Appendix E and F of the Florida Building Code, Plumbing, by reference.

Section 19-3 fixes the applicable edition at the Florida Building Code, 6th Edition, 2017, as amended, supplemented or replaced by the Florida Building Commission, together with the local administrative rules in Chapter 19; a permit holder under the chapter includes the applicant, contractor, subcontractor, owner and their agents. Section 19-47 assigns the building official responsibility for receiving plumbing permit applications, reviewing construction documents, issuing the permit, inspecting the premises once work is underway, and enforcing the building code's plumbing provisions. Chapter 17's utility rules connect directly to this permitting scheme: Section 17-8 requires any structure connected to the city's wastewater system to also connect to the city's potable water system, and Section 17-1's cross-reference ties plumbing standards in Section 19-12 to the utility connection rules in Chapter 17.
