Summary
Section 19-156 lists every inspection Boca Raton's building official must perform stage by stage, from foundation and slab through framing, roofing, and final, for building, electrical, plumbing, mechanical, gas, and swimming pool work, and the building official decides the timing and sequence of when each inspection happens.
The building official, upon notification from the permit holder, shall make the following inspections and such other inspections the building official deems necessary, and shall either approve that portion of the construction or shall notify the permit holder of any violations which must be corrected in order to comply with the building code. The building official shall determine the timing and sequencing of when inspections occur and what elements are inspected at each inspection.(1)Building inspections.(a)Foundation. Full Breakdown
Section 19-156 walks through required inspections by trade. Building inspections start at the foundation, made after trenches are excavated, forms erected, and reinforcing steel placed, and continue through slab/floor, column/tie-beam/masonry, sheathing, framing, roofing, insulation, lath/drywall, and a final inspection made once the structure is ready for occupancy. In flood hazard areas, the permit holder must submit an elevation certification when the lowest floor is placed and again a final lowest-floor-elevation certification before the final inspection closes out. Electrical work runs through underground/under-slab, grounding electrode system, rough-in, service equipment, low-voltage, electrical temporary testing, and final; any service, feeder, or branch circuit over 600 volts RMS needs third-party performance testing before energizing.
Plumbing follows underground/under-slab, pressure testing, rough-in, medical gas, and final; mechanical follows underground/under-slab, fuel oil, rough-in, and final, with a test-and-balance report due before the mechanical final. Gas work needs rough piping, final piping with a pressure test, and final inspections. 19 of the Florida Building Code. Under Sec. 19-157, reinforcing steel, structural framing, termite protection points, and fire- and smoke-resistant penetrations may not be covered or concealed until the building official releases that stage, and threshold buildings get an added layer of special-inspector oversight under Sec. 19-158.
Violations & Fines
Covering or concealing reinforcing steel, structural framing, or a fire-resistant penetration before the building official releases that stage violates Sec. 19-157 and can require the work to be exposed again for inspection at the permit holder's expense. Proceeding with construction past a failed or skipped inspection is a misdemeanor under Sec. 19-199, and the building official can issue a stop-work order under Sec. 19-206 that halts all further work until the required inspection is passed.
