City Code § 22-51 requires the license application to disclose the owner's name, residence, and birthdate (or, for a corporation, everyone holding more than five percent of its stock), the manager, the premises, a floor plan accurate to plus or minus six inches, hours of operation, and provisions restricting access by minors. Under § 22-52, no license goes to anyone under 18, anyone delinquent on city, county or state taxes or fines tied to an adult use, anyone convicted of a sex offense, obscenity offense, or adult-use violation, anyone cohabiting with a person whose adult-use license was denied or revoked within the prior 12 months, or any on-sale liquor, wine, or 3.2 percent malt beverage licensee under chapter 6.

Section 22-53 requires health, fire, and building inspections completed within 30 days of a complete application and bars a license within one year of a prior conviction or revocation. Under § 22-54, a principal adult use may not be open to the public between 11:00 p.m. and 8:00 a.m., booths and viewing areas must stay visible from a well-lit main aisle without curtains or holes, and no minor may enter without a parent or guardian. Every license expires June 30 each year under § 22-56, with the annual fee set by the city's fee schedule and no proration on renewal.

Accessory adult use is capped at 20 percent of an establishment's floor area and may not be advertised internally or externally, per § 22-54(b). Denials the city manager is required to issue are not appealable, but other denials go to the city council within ten days under § 22-59.
