Parsippany-Troy Hills, NJ Business Licensing & Operations: Adult Entertainment (2026)

Chapter 73, Article I is the Dancing Exhibition Ordinance of the Township of Parsippany-Troy Hills, adopted by the Township Council as Ord. No. 93:26 and amended by Ord. No. 94:7. Section 73-2 states its purpose: to regulate the time, place and manner of dancing exhibitions within the Township. Section 73-4 makes it unlawful for any person, corporation or association to permit or employ a person, in any place open to the public or to which the public is invited, to perform topless or bottomless exhibitions or dancing by a female person, or bottomless exhibitions or dancing by a male person.

Alcoholic beverage licensees are named in that section, and § 73-5 repeats the ban for licensed premises commonly known as a go-go lounge. Sections 73-6 and 73-7 put the duty on the performer as well: a woman cannot exhibit herself topless or bottomless, and a man cannot exhibit himself bottomless, in any public place or place open to the public. Sections 73-8 and 73-9 make it unlawful for an operator to allow performances that appeal to a prurient interest in sex, are patently offensive under contemporary local community standards and lack serious artistic value, or that are carried on in a lewd, licentious or lascivious manner.

Section 73-10 covers waiters, bartenders and other employees who come in contact with patrons, and bars them from appearing with both breasts or the lower part of the torso uncovered or so thinly covered as to appear uncovered. Section 73-11 bars operators from using entertainers under the age of 18. Chapter 73 contains no permit, license or distance-separation provisions. Its general references point to Chapter 145 (Entertainment Establishments), Chapter 268 (Obscene Materials) and Chapter 430 (Zoning).
