Troy, MI Business Licensing & Operations: Adult Entertainment (2026)

Chapter 76 of the Troy City Code requires every adult use business, defined to include adult arcades, bookstores, novelty and video stores, cabarets, motels, motion picture theaters, theaters, escort agencies, nude modeling studios, and sexual encounter establishments, to hold a separate annual license from the City Clerk (the Licensing Officer) for each location, obtained by application naming every principal owner, manager, and employee. New applicants pay an application fee and an investigation fee, and existing licensees pay an annual renewal fee, all set under Chapter 60; none of these fees are refunded if an application is withdrawn or denied.

04, effective July 23, 2026: an adult use business cannot operate within 500 feet, measured lot line to lot line on a straight-line basis, of a place of worship, a school or childcare facility, a public park, or any residential district or residentially used parcel, and cannot operate within 1,000 feet of another adult use business measured the same way. No more than one adult use business may occupy the same building or structure. Off-street parking and entry areas must stay lit from dusk until closing at an average of one foot-candle, and interior public areas must be lit to at least two foot-candles (one foot-candle for motion picture theaters).

A lawfully operating business is not made nonconforming if a church, school, park, or residential use later moves within 500 feet, but if the business itself stops operating for 180 days or more it can only reopen there if it then meets the current spacing standards.
