Troy, MI Business Licensing & Operations: Massage Establishments (2026)

Troy's massage licensing law, Chapter 98-A, defines 'Massage Facility' broadly: any fixed place of business offering massage, bodywork, acupressure or acupuncture, plus Turkish baths, saunas, health clubs or spas that offer massage on occasion or incidental to their principal operation. Section 2(a) makes operating any such facility without a current license unlawful and requires a separate license for each business address; licenses run the calendar year, January 1 through December 31, and must be renewed annually. Section 2(b) caps the program at 18 Massage Facility Licenses citywide, grandfathering every facility properly licensed as of November 1, 2017 as a 'Current Facility' entitled to renew even if renewals temporarily push the count above 18.

Under Section 4, an applicant files a sworn application with the City Clerk's office, pays the nonrefundable fee set in Chapter 60, and discloses the services offered, the facility's address and phone numbers, and the identity and residential address of every owner, plus, for a corporation, every officer, director and stockholder owning more than 10 percent. If licenses fall below the 18-license cap after existing Current Facilities renew, Section 3's administrative committee, drawn from the City Manager's Office, City Clerk's Office, Planning, Building Inspections, Police and the City Attorney's Office, ranks competing new applicants by factors including criminal history, business reputation, proximity to other licensed facilities and to residentially zoned land, and fit with the Master Plan.

Section 11 lets the City Council suspend or revoke a license after notice and a hearing for any Chapter violation, any state-law or city-ordinance violation, or a health department sanitation complaint, while the City Manager may suspend a license immediately, without a hearing, for conditions posing an immediate public-health threat.
