City Code Sec. 7-209 makes it unlawful to "open or operate an adult entertainment enterprise or to conduct business as or to manage an adult entertainment enterprise without first obtaining and maintaining in effect, an adult entertainment enterprise license," and separately unlawful to employ or work as an adult entertainment employee who is not currently licensed. Enterprise licenses run through the city's director of finance, who refers each application to the police chief for a background investigation and to the director of planning and zoning to confirm the property complies with Chapter 23 of the Tucson Code (Sec.

7-210(a)). The enterprise application fee is $300, nonrefundable; a new employee license runs $100, and an employee renewal runs $40 (Sec. 7-210(b)). Enterprise applications also require the bond or proof of insurance the article specifies. Once a complete application, fee, and bond/insurance are filed, the director issues a temporary license that stays valid until the permanent license is granted or denied, or until an appeal is decided (Sec. 7-210(c)). The police chief has 60 days to recommend approval or denial under the grounds listed in Sec.

7-212; planning and zoning has 30 days to check zoning conformity. On top of licensing, the Unified Development Code's Restricted Adult Activities Use Group (UDC Sec. 3, must occur entirely inside an enclosed building, and in the I-1 zone even retail displays must stay out of view from the exterior.
