states "it shall be unlawful to operate or cause to be operated an adult business outside a designated PUD district," requiring every adult business to sit within a Planned Unit Development zone under the same rules as other PUD uses. Beyond that zoning limit, the same section separately bans operating an adult business within 1,000 feet of a church, a public or private preschool, day care, elementary or secondary school, a public park, the boundary of a residential district, or the property line of a residentially-used lot, and bars establishing or expanding an adult business within 1,000 feet of another adult business, or operating more than one adult business in the same building.

Distances are measured in a straight line from the nearest wall of the adult business structure to the nearest property line of the protected use. A business lawfully operating before September 25, 1990 that violates these distances becomes a protected nonconforming use that can continue but not expand. On the licensing side, Section 5-17-3 requires a City license to operate, and Section 5-17-4 separately requires every manager to hold a manager's license, with disqualification for felony convictions within five years or misdemeanor convictions within two years.
