City Code Sec. 11-304 permits adult use-principal businesses only in the FD-3 freeway special impact zoning district, subject to a special use permit, and imposes 1,000-foot spacing measured in a straight line from buildings: no adult use-principal business may sit within 1,000 feet of another existing adult use, within 1,000 feet of any building in an R-1, R-2, or R-4 residential district, or within 1,000 feet of an existing school or place of worship. Such businesses cannot sell or dispense liquor, or share a building with a business that does, and must display a sign at least three-eighths-inch to two inches in height at the entrance reading that the business sells adult material and persons under 18 may not enter.

Sec. 11-302 requires a license from the city for either an 'adult use, principal' or 'adult use, accessory' operation, with applications disclosing owners holding more than 5% of corporate stock, any sex-offense or adult-use-related convictions, hours of operation, and safeguards restricting minors' access; licenses expire every June 30 and are non-transferable to another person or location without council approval. Accessory adult uses, permitted as accessories in the B-2, B-3, FD-1, FD-3, and FD-4 districts under Sec. 11-305, are capped at no more than 10% of the establishment's floor area and must keep display areas out of general view, cover magazines with wrappers, and cannot advertise internally or externally.
