Section 34-300's table of principal use regulations marks 'Motor vehicle repair services and washing and waxing establishments' with an 'N' in the R1, R2 and R3 columns, meaning the use is excluded and prohibited outright in every residential district under the definition set out in Section 34-49(b). The same row shows the use is allowed only by special permit from the zoning board of appeals in the Retail Business (BR) and Highway Business (BH) districts, and is barred entirely, marked 'N', even in the Business, Shopping Center, Waterfront, Port, Waterfront Upland, Industrial, Light Industrial, and both Naval Hospital Development columns; it is not a use permitted by right anywhere in the city.

Chelsea's residential accessory-use rules reinforce the same prohibition from the other direction: Section 34-50(f)(6) states that no repair, servicing, sale or storage of motor vehicles or vehicle parts may be conducted as an accessory use in any residential district, closing off any argument that home auto repair could qualify as an incidental accessory use rather than a principal one.
