1.Purpose and Scope. The purpose of the City of Chelsea Regulations for Body Art Establishments is to set forth adequate and reasonable health standards for the practice of body art within the city's jurisdiction. ... 4.Restrictions.(A)No tattooing, piercing of genitalia, breasts or nipples, branding, or scarification shall be performed on a person under the age of 18. ... Practitioners must follow universal precautions, wear single-use gloves changed between clients, obtain written informed consent describing health risks before every procedure, and give clients written aftercare instructions. Establishments must offer, or document a declined offer of, the hepatitis B vaccination series to practitioners, and any injury, infection or complication tied to a procedure must be reported in writing to the Board and the client within five working days.
Violations & Fines
The Board can deny, suspend or revoke a permit for conduct that risks public health or safety, fraud or misrepresentation in an application, criminal conduct bearing on fitness to practice, practicing while impaired by alcohol or drugs, or any past or present violation of these regulations. The Board may summarily suspend a permit without a prior hearing if it finds an immediate and serious threat to public health, safety or welfare, but must then hold a hearing within 21 calendar days under the state's standard adjudicatory rules, 801 CMR 1.00. Practicing body art without a permit is referred to the appropriate District Attorney or the Attorney General for unauthorized practice.
