Fountain Valley, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Chapter 21.42 of the Fountain Valley Municipal Code lets residents run limited businesses from home, but § 21.42.040 lists uses that are considered not incidental to or compatible with residential activities. Two entries reach vehicle work directly. Item (4) prohibits automotive and other vehicle reconditioning, repair, servicing (body or mechanical), painting, storage or upholstery. Item (11) prohibits repair, reconditioning, servicing or manufacture of any internal combustion or diesel engine, expressly naming automobiles, boats, motorbikes, motorcycles, recreational vehicles and trucks operating as a business. Together they cover cars, trucks, boats and RVs alike, whether the work is mechanical or cosmetic.

Neighboring entries close the remaining gaps. Item (15) prohibits welding and machine shop operations, item (14) prohibits uses requiring explosives or highly combustible or toxic materials, and item (7) prohibits contractor's storage yards. Item (16) gives the director authority to treat other uses as similar if they could cause objectionable impacts, such as noise or added vehicle traffic, on neighboring residentially zoned parcels.

The prohibition is reinforced by the permit findings. Under § 21.42.070 the director can approve a permit only if the requested use is not prohibited by § 21.42.040, and under § 21.42.060(3) there can be no use or storage of material or mechanical equipment beyond what is normal for household or hobby use. Section 21.42.060(5) also limits deliveries to a vehicle of no more than one ton capacity, stored in an entirely enclosed garage. Because the city's finance director cannot issue a business license without the home occupation permit (§ 21.42.030), a home repair business has no licensing path in a Fountain Valley residential zone.

Separately, § 10.44.100 says no person shall repair, grease or dismantle any vehicle or part of one upon any street in the City of Fountain Valley, with an exception for temporary emergency repairs, so the work cannot simply move to the curb.
