Gardena, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Gardena's home occupation permit program, set out in Chapter 18.56 of the Municipal Code, exists to let residents run certain low-impact businesses from a dwelling, but § 18.56.030 carves out a hard list of uses that are expressly prohibited in any zone, including "the repair or construction of motor vehicles and appliances, machine shops and cabinet shops." That prohibition sits alongside bans on real estate, insurance, law and medical offices, beauty shops and massage parlors, and any on-premises sales. Even for the occupations Gardena does allow under § 18.56.020, such as office, craft, tutoring and day-care uses, § 18.56.040 imposes mandatory conditions: no traffic, parking, sewer or water use beyond what is normal for a residential use, no change to the outside appearance of the dwelling, no outside storage or display, and no more than one room used for the business.

An application is filed with the Community Development Department on planning-division forms with a filing fee set by City Council resolution (§ 18.56.050), and the community development director must act within thirty days. Because § 18.56.030 removes auto repair from the list of eligible occupations entirely, that review step never gets reached for a vehicle-repair application; the director has no discretion to approve one. A denial of a related permit may be appealed to the planning commission and then the council within ten days of the decision (§ 18.56.060), and an existing home occupation permit for any use can be revoked for noncompliance on ten days' written notice, with the business license office notified of the revocation (§ 18.56.070).
