The same rule bars any vehicle or boat repair in a customer parking lot at an auto parts store, and violations run through Chapter 24's abatement and misdemeanor process.
Major vehicle repair and/or dismantling on any vehicle or boat in a residential zone, where such activity can be seen from the street or sidewalk or neighboring properties. No vehicle or boat repair may be conducted in a customer parking lot serving an auto parts or other store.

Full Breakdown
2(s), part of the property maintenance nuisance findings the City Council adopted under Ordinance 2174, declares major vehicle repair and/or dismantling on any vehicle or boat in a residential zone a public nuisance whenever the work can be seen from the street or sidewalk or neighboring properties. 1(d) as repairing or replacing an engine, transmission, power train, suspension, steering or other major body component such as a fender, on a car, van, truck, motorcycle or other vehicle, which distinguishes it from minor maintenance like an oil change or tire swap that the ordinance does not reach.
The same subsection separately bars conducting any vehicle or boat repair work in a customer parking lot serving an auto parts or other retail store, regardless of visibility. 11. 2(g) separately targets any abandoned, wrecked, dismantled or inoperable vehicle stored in a yard or driveway visible from the street, so a resident doing visible repair work on a non-running vehicle can face both provisions at once.
Violations & Fines
Ignoring an abatement order to stop or screen visible vehicle repair work is a misdemeanor under Section 24-3.9. If the City abates the condition itself, such as by requiring removal of the vehicle or repair equipment, Section 24-3.1 adds a 10% administrative charge to the cost and Section 24-3.5 records the total as a lien collected with the owner's property taxes.
